ANSWERING THE BIBLE:
Moses
Q. Did Moses said to Aaron and his sons and to all the Israelites that blind, lame, facially disfigured, or deformed; a man who has a broken foot or hand, or who is a hunchback or a dwarf, or who has an eye defect, a festering rash, scabs, or a crushed testicle (or damaged sex glands) or a person who has any blemish CANNOT come near to present the offerings to the LORD?
Ans: Yes
To  understand this let us consider the following verses;
21st Century King James Version:
16And the LORD spoke unto Moses, saying, 
17"Speak unto Aaron, saying, `Whosoever he be of thy seed in their generations who hath any blemish, let him not approach to offer the bread of his God.    
18For whatsoever man he be that hath a blemish, he shall not approach: a blind man, or a lame, or he that hath a flat nose, or any thing superfluous,
19or a man who is brokenfooted, or brokenhanded,    
20or crookbacked, or a dwarf, or who hath a blemish in his eye, or hath scurvy, or scabbed, or hath his stones broken-- 
21no man that hath a blemish of the seed of Aaron the priest shall come nigh to offer the offerings of the LORD made by fire. He hath a blemish: he shall not come nigh to offer the bread of his God.    
22He shall eat the bread of his God, both of the most holy and of the holy.    
23Only he shall not go in unto the veil nor come nigh unto the altar, because he hath a blemish, that he profane not My sanctuaries; for I the LORD do sanctify them.'"    
24And Moses told it unto Aaron and to his sons, and unto all the children of Israel. (Leviticus 21:16-24).
English Standard Version:
16And the LORD spoke to Moses, saying, 17"Speak to Aaron, saying, None of your offspring throughout their generations who has a blemish may approach to offer the bread of his God. 18For no one who has a blemish shall draw near, a man blind or lame, or one who has a mutilated face or a limb too long, 19or a man who has an injured foot or an injured hand, 20or a hunchback or a dwarf or a man with a defect in his sight or an itching disease or scabs or crushed testicles. 21No man of the offspring of Aaron the priest who has a blemish shall come near to offer the LORD’s food offerings; since he has a blemish, he shall not come near to offer the bread of his God. 22He may eat the bread of his God, both of the most holy and of the holy things, 23but he shall not go through the veil or approach the altar, because he has a blemish, that he may not profane my sanctuaries, for I am the LORD who sanctifies them." 24So Moses spoke to Aaron and to his sons and to all the people of Israel. (Leviticus 21:16-24).
New Century Version:
16 The Lord said to Moses,17 "Tell Aaron: 'If any of your descendants have something wrong with them, they must never come near to offer the special food of their God.18 Anyone who has something wrong with him must not come near: blind men, crippled men, men with damaged faces, deformed men,19 men with a crippled foot or hand,20 hunchbacks, dwarfs, men who have something wrong with their eyes, men who have an itching disease or a skin disease, or men who have damaged sex glands.
21 " 'If one of Aaron's descendants has something wrong with him, he cannot come near to make the offerings made by fire to the Lord. He has something wrong with him; he cannot offer the food of his God.22 He may eat the most holy food and also the holy food.23 But he may not go through the curtain into the Most Holy Place, and he may not go near the altar, because he has something wrong with him. He must not make my Holy Place unfit. I am the Lord who makes these places holy.' "24 So Moses told these things to Aaron, Aaron's sons, and all the people of Israel. (Leviticus 21:16-24).

Physical Defects and Priests:
16 The LORD spoke to Moses: 17 "Tell Aaron: None of your descendants throughout your generations who has a physical defect is to come near to present the food of his God. 18 No man who has any defect is to come near: no man who is blind, lame, facially disfigured, or deformed; 19 no man who has a broken foot or hand, 20 or who is a hunchback or a dwarf, [g] or who has an eye defect, a festering rash, scabs, or a crushed testicle. 21 No descendant of Aaron the priest who has a defect is to come near to present the fire offerings to the LORD. He has a defect and is not to come near to present the food of his God. 22 He may eat the food of his God from what is especially holy as well as from what is holy. 23 But because he has a defect, he must not go near the curtain or approach the altar. He is not to desecrate My sanctuaries, for I am the LORD who sets them apart." 24 Moses said [this] to Aaron and his sons and to all the Israelites. (Leviticus 21:16-24).

So the God of the Bible is very choosy about the persons who shall present him food.....Huh!! So physically handicapped persons, be aware..!!

Q. Can the God of the Bible give a person eye-sight?
Ans: Yes
To understand, let us look at the following verses:
21st Century King James Version: 
11And the LORD said unto him, "Who hath made man's mouth? Or who maketh the dumb or deaf, or the seeing or the blind? Have notI, the LORD? (Exodus 4:11).
English Standard Version:
11Then the LORD said to him, "Who has made man’s mouth? Who makes him mute, or deaf, or seeing, or blind? Is it not I, the LORD? (Exodus 4:11).
Holman Christian Standard Bible:
11 The LORD said to him, "Who made the human mouth? Who makes him mute or deaf, seeing or blind? Is it not I, the LORD? 12 Now go! I will help you speak and I will teach you what to say." (Exodus 4:11).
New Century Version:
11 Then the Lord said to him, "Who made a person's mouth? And who makes someone deaf or not able to speak? Or who gives a person sight or blindness? It is I, the Lord. (Exodus 4:11).

Therefore, should we need to close down our hospitals and research centres, and look upon the God of the Bible? Because it is He who gives a person sight or blindness, Isn't it? 
Moreover, what about the Blind persons, in light of stunning revelations in the Bible, that "God makes people blind"?
