'Bhullar's health unlikely to stall hanging'
[Editor: It is unfortunate that Times of India is trying to create a mass hysteria like they did in case of Delhi Rape case, to mound public opinion. In other words, these people are trying to influence public opinion, so that a cold blooded murder of a qualified mechanical engineer, based on a split verdict of the honourable Supreme Court can take place!! It pertinent to mention here that: terrorism arising out of religious/cult based or ethnic extremism, should be treated differently by a state. People should reject such channels and views, which talks of medieval methods of retributive punishments. India should lead the world instead of following the butchers and barbarians. NEW DELHI: The Delhi health department will set up a special medical advisory board to examine death row convict Devender Pal Singh Bhullar's mental health after he was diagnosed as suffering from "depression with psychotic features", but experts feel the outcome of the health report is unlikely to affect the chances of his hanging.

"A convict having suicidal tendencies is no ground to stay his hanging, as per the jail manual," said a prison source.
The medical board will comprise independent experts from different government hospitals.

"Since the Supreme Court has already given the judgment, the hanging should normally still happen. Constituting the board will clearly explain the mental condition of the convict. A convict having suicidal tendencies is no ground to stay his hanging, as per jail manual," said a jail source.

A senior home ministry official said that they had received a letter from DG (prisons), asking for such a board to be set up.

Dr Nimesh Desai, director of the Institute of Human Behaviour and Allied Sciences (IHBAS) confirmed receiving the government order for setting up of a medical board to examine the mental health condition of Bhullar.

"We received a copy of the order on Tuesday. The board will be set up by the Delhi government," he said. IHBAS is reported to have suggested involving independent experts from outside its institution for the setting up of the board. IHBAS doctors have maintained that their diagnosis of "depression with psychotic features" still stands, and that Bhullar has a "tendency of suicidal behaviour."

Bhullar has been admitted in IHBAS since December 2010.
